I cannot tell details about mISDNv2, but the difference is that
  chan_capi is an asterisk channel module to use ISDN cards (or their
   drivers) which provides a CAPI 2.0 compliant interface.
and
  mISDN is a ISDN card driver (providing a different interface).

mISDN v1 for example also provides a CAPI interface, so chan_capi can
be used here.
