[chan-capi-users] A patch to limit fax detection to the start of the call

My users complain that sometimes their calls get interrupted and the
caller complains that he's been thrown to a fax machine.

I'm using the incoming fax detection.

I guess that when the call is long some bit of background noise -
possibly a real fax machine - gets detected as an incoming fax.

So here's a little patch to allow the fax detection to be limited to the
start of the call.
