What type of card do you use?
I never encountered that before with Dialogic cards. The free B channels 
value is counted using CAPI B3_ACTIVE and B3_DISCONNECT messages. Normaly
the B3_DISCONNECT message does not apear without a B3_ACTIVE message, but 
maybe other cards don't follow that rule...
